A WORD FROM THE CHIEF
February 3, 2010
Well the first month of 2010 is offically over and what a month it has been for the members at PVFC. The fire company had two structure fires in two consecutive days early in the month. Thankfully no one was really hurt, although one of our firefighters did go to the ER later in the day after the second fire for an knee injury.
The members had their mandatory bloodbourne pathogene class held at our station taught by PVFC Captain Friedlander and this Saturday, February 6, our members will be having their mandatory 8 hour OSHA training taught by past Fire Chief of the Defreetsville Fire Company Richard French. This will be the third year the fire company has brought an instructor in to teach the 8 hour class. By having this class, it makes the recording keeping much easier for the fire company.
As the result of legislation, Amanda’s Law will go into effect on February 22, 2010. It requires essentially all residences, both new and existing, to have carbon monoxide alarms installed. The specific requirements differ for new and existing residences and also on when the buildings were built and subcategories of occupancy groups. Probably the most asked question will be the requirement for existing one and two family residences. They will be required to have one carbon monoxide alarm installed on the lowest story having a sleeping area. The proposal to modify the Uniform Fire Prevention and Building Code, in order to comply with Amanda's Law, is in the process of being adopted as an emergency rule. We look forward to a busy year with not only training and fire alarms, but with finishing up on the Memorial Monument in the front of the station and starting a few of the capitol projects we have have planned. We thank you for your support.

Open Burns
Effective October 14, 2009, new regulations went in to effect by the New York State Department of Environmental Conservation or as many refer to as DEC. These regulations are posted in the tab to the left of the screen labeled NYSDEC Reg - part 215 . Towns, villages, cities and counties can pass ordinances that are stricter than, and not inconsistent with, the open fire regulations. The Town of Perth does have a Town Ordinance (posted in the left column) which states any burn is to be approved by the Fire Company Chief or his/her designee. To answer the question everyone has about burning leaves, the answer is NO, the burning of leaves is banned in New York State, DEC encourages everyone to compost leaves.
The fire company is still allowed to accept structures for training or to be burned, but all structures must be at least 300' from other occupied structures and must be stripped and emptied of any material that is toxic, hazardous or likely to emit toxic smoke (such as asbestos, asphalt shingles and vinyl siding or other vinyl products).

Requirements: must be 18 years or older, have reliable transportation, be able to follow directions from superiors, able to attend a minimum of 15% of alarms, and are required to obtain 50 out of a possible 80 points in a calendar year.
